The Western Balkans Cyber Capacity Centre is a regional programme established by the governments of France and Slovenia in partnership with Montenegro designed to support and enhance the cybersecurity capabilities of public administrations in the Western Balkans. It provides training, resources, and expert guidance to help mitigate and respond to cyber threats.
Public administration officials and cyber professionals / IT personnel from government institutions in the Western Balkans are eligible to participate in our programmes. We also organise dedicated programmes for women in cyber with our partners.
Participation in the training programmes is free of charge for eligible public administration officials.
We offer a variety of programmes from the field of cybercrime, cybersecurity and cyberdiplomacy including topics such as: cryptocurrency, financial investigations, protection of critical infrastructure, the role of cyberdiplomacy and international cooperation in criminal investigations, online abuse and exploitation of children, empowering women for cyber, policy development, etc.
Selection of candidates for our training programmes is conducted through national coordinators appointed in each country to coordinate between WB3C and their respective government authorities about who is the right candidate for each course. If you are interested in a course and think you are the right candidate, please speak with your national coordinator. Once your participation is approved, you can register for the course through our website.
No. Currently, we only deliver classroom based in-person training in order to promote collaboration and dialogue between different government entities and individuals. In the future, however, we might deliver certain courses online.
Our training programmes are primarily conducted in English, but we also offer courses in local languages of the Western Balkans region where possible. It is necessary that participants of our training programmes speak good English.
We provide a wide range of resources, including best practice guides, threat intelligence reports, policy templates and access to cybersecurity tools.
Resources can be accessed through our Forum. Registered users can log in to download materials, access tools and view reports.
Yes. For members of our community (registered users), we offer support in accessing and using our materials and tools.
The WB3C portal's Forum section for registered users provides networking opportunities through discussion forums, chats, workshops and collaborative projects.
Best practices include regular security assessments, employee training, implementing multi-factor authentication, keeping software up to date and having an incident response plan.
Currently, we only serve Western Balkans countries, but we are open to the possibility of accepting other countries in the future. Potential new country memberships will be agreed at the inter-governmental level.
No. Participants receive certificates of attendance only. However, our courses are designed and delivered by trained professionals and are highly relevant and aligned with international best practice.
