On the occasion of the Berlin Process summit of heads of State and government in Tirana on 16 October 2023, Mme Laurence Boone, Minister of State for Europe attached to the Minister for Europe and Foreign Affairs, Ms Nataša Pirc Musar, President of Slovenia, and Mr Dritan Abazović, Prime Minister of Montenegro, signed a treaty granting the Western Balkans Cyber Capacity Centre (WB3C) the status of international organisation. Abazović to sign Agreement with Macron and Slovenian President establishing the Western Balkans Cyber Capacity Centre (WB3C) based in Podgorica. The initiative to create the WB3C began on 16 November 2022, with representatives from Montenegro, France, and Slovenia signing a Letter of Intent to establish a centre focused on cyber capacity for Western Balkan countries (WB6), headquartered in Podgorica. The first training course of Western Balkans Regional Cyber Capacity Centre (WB3C‎)‎ started today.‎ The training courses of WB3C will provide ground to disseminate a cyber culture, develop the expertise of active practitioners and create a regional cooperation network. The centre will cover three main domains: Cybersecurity, Fight against Cybercrime and Cyber diplomacy. Read more.

With all escalating cyber threats and malicious activities going on in the world, international cooperation and capacity building are crucial. The Western Balkans, in particular, are witnessing a digital transformation alongside growing risks of cybercrime and cyberattacks. The need for enhanced cyber resilience is increasingly urgent in the face of incidents like fraud, phishing, data theft, online scams, and hacking. Read more.

Slovenia, France and Montenegro are creating a regional cyber capacity centre in the Montenegrin capital of Podgorica where experts will get training in cyber security and the fight against cyber crime. The agreement to establish the Western Balkans Cyber Capacity Centre was signed on the sidelines of the Berlin Process Summit in Tirana on 16 October by Slovenian President Nataša Pirc Musar, French Secretary of State for European Affairs Laurence Boone and Montenegrin Prime Minister Dritan Abazović. Vlada Crne Gore: Centar ima za cilj jačanje operativnih i institucionalnih sposobnosti država regiona u suočavanju s izazovima u domenu sajber bezbjednosti, edukaciju i unapređenje znanja u ovoj oblasti, razvoj sajber kapaciteta i razmjenu iskustava na regionalnom nivou, kako bi se, između ostaloga, podržala evropska perspektiva država Zapadnog Balkana. Matjaž Mravljak, Director of the Information Security Inspectorate, URSIV, presented the essential prerequisites for raising the level of cybersecurity in critical infrastructure and government bodies, the role and responsibilities of information security officers, the necessary measures to raise the level of cybersecurity and the documentation that supports effective processes.
